A purpose built rental building runs under rules a condo or a house does not: Toronto's RentSafeTO program, for every rental apartment building with three or more storeys and 10 or more units, registered with the City and renewed every year by July 31.

The service request clock is yours, the record is ours

RentSafeTO requires a process for receiving and tracking tenant requests. Urgent requests get a response within 24 hours: a disruption of hydro, gas, heat or water, a breach of building security, or a problem with the outside of the building. Everything else within seven days.

Each job we run carries the fields the City lists: the date and time of the request, the location and unit number, the issue, the tenant's contact, whether it was urgent, and what was done.

The logs the City can ask for are already written

Records are kept for 24 months and shown to City staff on request. Beyond service requests, the logs cover:

  • PestsInspections and treatments, with the pest management operator's name.
  • Building systemsService on fuel burning appliances and heating, cooling, ventilation and plumbing systems, with the licensed contractor's name.
  • ElectricalService on the building's electrical systems, with the certified tradesperson or Licensed Electrical Contractor's name.
  • Cleaning and wasteScheduled and unscheduled cleaning and waste activities.

Every Roundhouse report names Roundhouse as the contractor, the type of trade, the licence the work needed and what was done, dated, so the report fills the log entry. Where the by-law asks for the licensed contractor or tradesperson by name, we add it to the entry on request. We only use ECRA/ESA-Licensed Electrical Contractors.

Heat and cooling, booked a season ahead

Toronto requires at least 21 degrees Celsius in units from October 1 to May 15 where the owner supplies the heat. Where the owner supplies air conditioning, it runs from June 1 to September 30 to keep units at no more than 26 degrees Celsius. Since June 1, 2026, a RentSafeTO building that does not cool every unit keeps at least one existing indoor amenity space at 26 C or less over the same months, unless only construction could achieve it (Chapter 497, section 497-2.3).

We book boiler and chiller service before each season, one building at a time, with one round of notices to tenants.

Pests move between units, so we treat the stack

RentSafeTO requires regular common area inspections for pests, and a unit cannot be rented while pests are present in it. A treatment in one unit usually means inspecting the units beside, above and below it, so we run those as one pest control program by licensed exterminators, with each unit's treatment on its own record.

Shutdowns are planned before the trade arrives

A landlord must not withhold the reasonable supply of a vital service it is obliged to supply (section 21 of the Residential Tenancies Act). RentSafeTO also requires owners to notify tenants of service disruptions and post plans for disruptions to water, heat and electricity on the tenant notification board. When a repair needs the water off to a stack or the heat off to a riser, we set the window with you first, so the notice is up before the trade arrives.

Questions

Which Toronto rental buildings have to register with RentSafeTO?

Every rental apartment building with three or more storeys and 10 or more units. Registration is renewed every year by July 31, with a renewal fee.

How fast must a Toronto apartment landlord respond to an urgent service request?

Within 24 hours under RentSafeTO. Requests are urgent when they involve a disruption of hydro, gas, heat or water, a breach of building security, or a problem with the outside of the building. Other requests are answered within seven days.

How long does a RentSafeTO building keep service request records?

Two years (24 months). The City can ask to see the requests, the responses, and the logs of pest, cleaning, waste, fuel burning appliance and electrical work.

Can a unit in a RentSafeTO building be rented while it has pests?

No. Under RentSafeTO a unit cannot be rented while pests are present in it, while it has an outstanding property standards order, or while a vital service to the building is suspended.

Do you answer the 24 hour clock for us?

The clock stays yours. Our targets sit inside it: for an emergency, a person on the line within 15 minutes and a trade on site within 2 hours in the GTA, 4 hours elsewhere in our service area. This website is not an emergency line.
