Property maintenance in Guelph, on its own groundwater

Guelph runs its own water. The City relies almost completely on groundwater from its own wells, the Arkell Spring Grounds among them (City of Guelph, Water), and it owns the line only to the curb stop. Everything from the curb stop in is the owner's, which puts most leak and backup calls on the private side.

Registered units and the renovation licence

Guelph does not license ordinary rentals; in 2014 it considered a licensing program for shared rental housing and decided against it. It registers the units instead. Every additional dwelling unit, duplex, triplex and fourplex unit is registered, with a higher fee where the owner does not live there. A repair in a registered unit, an egress window, a smoke alarm, a fire separation, is closed out with photos so the unit still matches its registration. Since June 23, 2026, an N13 renovation needs a Rental Renovation Licence applied for within 7 days, so we scope that work against the permit and the professional's report. Pests, and a termite area

Guelph's by-law keeps buildings free of rodents, vermin and insects and requires openings sealed. Termites are their own matter: in 2025 the City found active termites at about 25 properties around Regent and Grove Streets and runs a City managed control program there through 2026 (City of Guelph, Termites). A wood damage call in that area notes it before a carpenter opens a wall. Pest control is done by licensed exterminators. See pest control.

Heritage districts downtown

The Downtown Heritage Conservation District took effect on February 28, 2026 (City of Guelph), Brooklyn and College Hill has been a district since 2014, and Council passed a designation by-law for the Ward on September 9, 2026. The property standards by-law sets its own maintenance standard for designated heritage attributes, so exterior work on windows, doors and masonry in those streets is scoped with that in mind.

Who does the work

Property standards are enforced on complaint, through Bylaw Compliance at 519-837-2529 (property standards). Plumbing is done by licensed plumbers and drain work by licensed drain contractors. Gas work is done by TSSA registered contractors. We only use ECRA/ESA-Licensed Electrical Contractors.

Guelph by-laws in force

  1. Every building except an industrial one has heating able to hold 21 C in all occupied areas (section 4.13 of Property Standards By-law (2000)-16454), and no portable heater can be the primary heat in any room (section 4.15). The by-law writes no heating season and no measuring height into the rule.

  2. Every building and accessory building is kept free of rodents, vermin and insects (section 3.7), and any opening they could use is screened or sealed (section 3.8). Termites fall under a separate Termite Control By-law.

An additional dwelling unit, duplex, triplex or fourplex unit is registered with the City under the Small Multi-Unit Residential Registration By-law (2021)-20609, new units and units built without a permit included. The fee per unit is $170 new or $340 existing where the owner lives there, and $340 new or $680 existing where the owner does not.

  4. Since June 23, 2026, a landlord who delivers an N13 to a tenant applies for a Rental Renovation Licence within 7 days (section 4.1 of By-law (2026)-21274), with a building permit and a qualified professional's report that vacant possession is needed (section 5.1).

  5. The City owns the curb stop, and the owner is responsible for the water line from the curb stop into the building. The owner also pays for the private sanitary and storm laterals (section 3.2.1 of the Sewer Use By-law).

A third of households rent

34.3 percent of Guelph households rented in the 2021 Census, 19,385 of 56,480 (Statistics Canada, Focus on Geography, Guelph). A City report to its Planning Advisory Committee in November 2023 put more than half of rental households in the secondary market, additional units included, and the 2022 primary vacancy rate at 1.5 percent (City of Guelph). Guelph is a separated city: it sits inside Wellington County on the map but is not part of it (Ontario municipal councillor's guide).
