Many of Caledon's villages and hamlets run on community or private wells and septic systems. The property standards by-law expects a private sewage system to be kept in good repair, so a slow drain in a village rental is often a septic question, not a municipal sewer one. We ask how the building is serviced at intake, and send a licensed plumber who knows whether to bring a camera for a lateral or call a septic contractor.
Every additional unit will be required to be registered, whether or not it is rented, and the Town offers pre-approved drawings for one bedroom and studio detached units. Its Gentle Density Community Improvement Plan, funded through the federal Housing Accelerator Fund, runs to budget expiry or December 31, 2028. The rental licence covers short term rentals today; the 2025 staff plan had long term rentals first, and the order was reversed. A repair in a registered unit, an egress window, a smoke alarm or a door between units, is closed out with photos so the unit still matches what was registered. See basement and secondary suites.
Peel Region runs water and wastewater in Caledon until the Bill 60 transfer. Its emergency sewer backup service does not serve private complexes managed by property management companies, so a backup at a managed townhouse complex in Bolton goes straight to a licensed drain contractor. Caledon's Residential Rental Licensing program launched on September 8, 2026 for short term rentals in the operator's primary residence, at up to 180 nights a year, with no corporate owners and one licence per owner. The Town has announced long term rental licensing for 2027, which its by-law sets as multi-tenant unit and additional unit classes.
Zoning allows four units as of right across Caledon, and every additional residential unit, new or existing, rented or not, will be required to be registered with the Town. The Greenbelt, Oak Ridges Moraine and Niagara Escarpment plans and the Bolton Special Policy Area restrict or prohibit additional units in some areas.

Caledon's Property Standards By-law 98-155 requires heating systems able to provide adequate and suitable heat under the Town's applicable by-law (Schedule A, section 15(1)), and requires private sewage systems to be kept in good repair (Schedule A, section 17(3)).

Peel Region pays 60 percent of the invoice, up to $1,500 including tax, for a sanitary backwater valve on a lateral serving one dwelling unit at a single, semi or townhome, installed after July 16, 2024 with a municipal building permit and a passed inspection. Applicants must be individuals.
Bill 60 moves water and wastewater from Peel Region to Mississauga, Brampton and Caledon effective January 1, 2029 or a date the Minister sets, through a public corporation the three would jointly own, subject to regulations. Regional roads, and the stormwater that drains from them, move on July 1, 2027 under O. Reg. 401/25 and the Peel Transition Implementation Act, 2025 (Bill 45).
85 percent of Caledon sits under the Greenbelt, Oak Ridges Moraine or Niagara Escarpment plans. The Town was formed from the Townships of Caledon and Albion, the northern half of Chinguacousy Township and the Villages of Bolton and Caledon East, and since 1997 growth has gone to Bolton, Mayfield West and, to a lesser degree, Caledon East (Future Caledon Official Plan). The rest is villages and hamlets, many of them on community or private wells and septic systems (Peel rural settlements).
