Pickering

Every additional dwelling unit is inspected and registered under By-law 8040/23, and Seaton, along the Highway 7 and 407 corridor, is planned for about 61,000 residents. Property maintenance in Pickering.

Ajax

Ajax's Rented Dwelling Temperature By-law, passed February 17, 2026, sets 20 C heat from September 15 to May 31 and a 26 C summer limit where the landlord runs central air. Property maintenance in Ajax.

Whitby

An additional dwelling unit is registered with By-law Services before it can be rented. The Rental Unit Vital Services By-law 8187-25 sets 20 C heat from September 15 to May 31 and, in a unit with central air, 26 C or less from June 1 to September 14. Oshawa

Rentals around Ontario Tech University, Durham College and the Simcoe Street corridor are licensed under By-law 124-2024, and landlord supplied heat is 22 C from September 1 to June 15. Property maintenance in Oshawa.

Clarington

Clarington covers 614 square kilometres, about the size of Toronto, with four urban centres, Bowmanville, Courtice, Newcastle and Orono, and 14 hamlets. It is home to the Darlington Nuclear station and nearly 300 working farms (Invest Clarington). An additional dwelling unit counts as registered once the building inspector grants final occupancy; the Oak Ridges Moraine, the Greenbelt and floodplain areas allow fewer or none (Clarington ADUs). Property standards complaints go in writing to Municipal Law Enforcement at 905-623-3379 ext. 2105, and are kept confidential from the owner.

Uxbridge

Uxbridge was named the Trail Capital of Canada in 2009, with more than 220 kilometres of trails across the Oak Ridges Moraine (Township of Uxbridge). Outside the town's serviced area, homes are on wells and septic, and the Durham Region Health Department issues septic permits and inspects systems for the Township (utilities). Scugog

55 percent of Scugog's people live in the rural area and 45 percent in Port Perry, where the Region's water and sewers are centred (Official Plan). The hamlets include Blackstock, Epsom, Greenbank, Nestleton Station, Manchester and Caesarea. The Mississaugas of Scugog Island First Nation is a separate First Nation government, not part of the Township. Since January 2026, property standards complaints are filed online through Cloudpermit (by-law enforcement).

Brock

Brock sits on the east shore of Lake Simcoe, with Beaverton, Cannington and Sunderland as its urban centres (about Brock). Rural properties rely on wells and septic, and the Township hands out free well water test kits at the Cannington office (utilities). Complaints go through the Township's online form or 705-432-2355.

Flooding and the trades

The Region's Basement Flooding Loan Program lends up to $3,000 interest free after a sanitary backup; its linked terms date from 2009, so we confirm it with the Region first. On a well and septic property, the plumber knows before arriving.

Plumbing is done by licensed plumbers and drain work by licensed drain contractors. Gas work is done by TSSA registered contractors. We only use ECRA/ESA-Licensed Electrical Contractors. Pest control is done by licensed exterminators.

Heat and unit rules, town by town

  1. Clarington: every dwelling unit and building with a residential unit has heating able to hold 20 C (sections 3.46 and 3.47 of Property Standards By-law 2007-070). No season is stated. Where the tenant cannot control the temperature, the owner provides an approved secondary heat source able to hold the same 20 C.

  2. Uxbridge: every dwelling and building with a residential unit has heating able to hold 21 C in occupied units (section 3.39 of Property Standards By-law 2012-144); non-residential units are held at 18 C (section 5.23). Second units are registered under the Township's Two Unit Housing Registry and need a building permit.

  3. Scugog: every residential property has heating able to hold 21 C (section 4.07(1) of Property Standards By-law 16-15, amended by 28-25). Every additional dwelling unit is registered with the Township before anyone moves in.

  4. Brock: every dwelling and building with a residential unit has heating able to hold 21 C in occupied units (section 3.39 of Property Standards By-law 1562-98-PP). A secondary unit is permitted by zoning if it is at least 32 square metres, no more than half the main dwelling's floor area, and has its own parking space.

  5. Across Durham, the Region repairs a residential sewer lateral from the property line to 1 m from the foundation. Water service on private property is always the owner's. Industrial, commercial and institutional owners maintain their sewer connection from the maintenance hole at the property line.

Which Durham municipalities does Roundhouse serve?

All eight, Pickering, Ajax, Whitby, Oshawa, Clarington, Uxbridge, Scugog and Brock. Pickering, Ajax, Whitby and Oshawa have their own pages; the other four are covered on this one.

Who fixes a sewer lateral at a Durham rental?

For a residence, the Region repairs the lateral from the property line to 1 m from the foundation. The last metre and the building's own plumbing are the owner's, and so is the water service on private property.

What heat does Uxbridge, Scugog or Brock require?

Heating able to hold 21 C, under each township's property standards by-law. None of the three writes a heating season into the rule.

Does Scugog charge to register a basement unit?

The registration fee is $50, waived for a six month period and then charged under the 2027 Fees and Charges By-law. Registration comes before anyone moves in.
