Heat from October 1 to June 1

By-law 074-22 asks for 68 F, measured 5 feet above the floor and 3 feet from an exterior wall, in every habitable space from October 1 to June 1. It counts a property manager as an owner, so an order for a cold unit can reach you as well as the title holder (sections 1, 14.2 and 14.3). A no-heat call in that window goes in as an emergency, and the first photo is a thermometer at that height and distance, with the reading and the time in the report. The same by-law gives a tenant with a child under ten a guard on any listed window more than 6 feet above the ground, within seven days of a written request (sections 23.8 and 23.9). The request becomes a job with a due date, and the after photo shows the guard fitted.

Septic and permits near the lake

By-law 016-26 has the Town inspect septic systems every five years within 100 m of the Lake Simcoe shoreline, a municipal wellhead, or a river, stream, lake or pond in the watershed. The inspection fee sits in the Town's 2026 fee schedule. Sewage backing up into a building is a major deficiency (section 6.2). So at a house on a private system, a slow drain or a gurgling toilet is booked as a septic call from the first message, not as a snake job. The report records the tank lids and the ground over the bed, and the work goes to a contractor registered under the building code, as section 3.4 requires. If a failed system has a Town sewer within 100 feet of the property line, section 12.10 of By-law 074-22 requires connecting to it, and that changes the quote. Near the shoreline, regrading or adding a suite can need the Lake Simcoe Region Conservation Authority's permission, so the address is checked against its regulation map before a quote goes out.

Who owns the pipe, the sump and the wire

A sewer backup on a municipal connection goes to InnServices, the Town's water and wastewater utility, which is on call around the clock. The private side of the lateral is the owner's, the public side is the Town's at no cost, and the owner signs a Sewer Servicing Agreement before work starts (InnServices). That page repeats Enbridge Gas's advice to book a free natural gas sewer safety inspection before clearing a blocked service line outside a building, because jetting can hit a gas line. Sewer Use By-law 062-21 bars sump pumps from the sewage works, clean-outs included, so a sump found plumbed into one is a defect and the photo shows where the discharge line ends. On the electrical side, InnPower owns the wire from the pole, the connection point and the meter. Damage past that point needs a licensed electrical contractor, and standpipe repairs need ESA approval before InnPower reconnects.

Suites, Cookstown and winter access

By-law 044-21 allows a basement apartment or backyard home to be rented only once registered, and Roundhouse files each work order under the unit's own address, such as Unit 2, so the photos and report belong to the right door. The Town's accessory dwelling units page says these units are not permitted in the Cookstown settlement area, or on lots within 100 m of Lake Simcoe with private septic, so confirm with the Town first. Inside Cookstown's Heritage Conservation District, general repairs with the same materials need no Heritage Alteration Permit, so a like for like repair goes ahead and a change of material goes to the Town before the quote does. From November 15 to April 15, Parking By-law 068-22 bars parking on Town roads from midnight to 7 a.m. where signs are posted (section 11). It exempts a tradesman temporarily stopping to load or unload equipment for minor repairs, for up to two hours, where compliance is impractical (section 4). An overnight emergency that will run longer lists the driveway in its access notes.

Plumbing is done by licensed plumbers and drain work by licensed drain contractors. Gas work is done by TSSA registered contractors. We only use ECRA/ESA-Licensed Electrical Contractors. Pest control is done by licensed exterminators.

Local rules

  1. A heating system must be able to hold at least 68 F (20 C), measured 5 feet above the floor and 3 feet from exterior walls, in all habitable spaces, and the minimum is provided during all occupancy from October 1 to June 1 (sections 14.2 and 14.3). Hot water at the faucet runs 113 F to 120 F (section 12.3). The by-law defines owner to include the property manager, landlord, tenant or occupant over 18 (section 1).

  2. No owner may establish, operate or allow the occupancy or tenancy of an accessory dwelling unit unless it is registered (section 2.1). Registration follows a building permit closed at an acceptable Notice of Completion inspection (section 3.1), and the unit carries the address Unit 2 or Unit 3, at least 4 inches high, beside or above its entrance (section 5.2). A first conviction carries a fine from $350 up to $100,000 (section 11.1).

  3. Septic systems within 100 m of the Lake Simcoe shoreline, a municipal wellhead, or a river, stream, lake or pond in the Lake Simcoe watershed are inspected every five years (sections 3.1 and 7.1). The owner of an advanced treatment unit must keep a maintenance agreement with a licensed professional (section 3.5), and the inspection fee may be waived if a current agreement reaches the Town before October 1 of the inspection year (section 8.5).

  4. Roof leaders, sump pumps and other storm or groundwater drainage may not be connected to a sewage works, directly or indirectly, sanitary sewer clean-outs included. Indirectly covers open joints in private underground sewer pipes that let storm water or groundwater in (sections 2.4 and 2.5).

  5. In a regulated area near a lake, river, stream, steep slope or wetland, permission from the Lake Simcoe Region Conservation Authority is needed to build or rebuild a structure, change its use, increase its size or its number of dwelling units, grade a site, or place or remove material. Outside a regulated area it needs no permit from the Authority, though the Town may still require one.

  6. A rental of under 28 consecutive days that is advertised on a short-term rental website or app is treated as a bed and breakfast. It must be secondary to the owner's main residential use, the owner must live in the home, guest rooms cannot have kitchens, there can be at most 3 guest rooms, and the use is allowed only in certain zones.

Can I rent an Innisfil house by the night on a short-term rental site?

Only as a bed and breakfast. The Town treats an online listing under 28 consecutive days as one, and the owner has to live in the home, with no more than 3 guest rooms and no kitchen in a guest room. Because the owner must live in the home, a house rented out while the owner lives elsewhere does not fit those rules.

Who clears a sewer backup at an Innisfil rental?

InnServices, the Town's water and wastewater utility, is on call 24 hours a day for backups. A blockage on the private side of the lateral is the owner's to clear with a licensed plumbing or drain contractor, the owner signs a Sewer Servicing Agreement before InnServices starts work, and public side repairs are the Town's at no cost to the owner.
