Peel Region is three municipalities, and each one licenses rentals differently. Peel Region runs the water and wastewater in all three for now, and its backwater valve rebate applies across the region.

Mississauga

Towers and condos. An apartment building of six or more units sharing a common area is in the City's Rental Standards Program, and from September 1, 2026 a renovation that needs vacant possession needs a City licence first. Brampton

Houses with basement units. Every one to four unit rental needs a City licence since January 2026, and every additional unit is registered before the licence can be applied for. Heat runs from September 15 to June 1 under the Vital Services By-law. Property maintenance in Brampton.

Caledon

Villages, hamlets and three growth centres, with wells and septic on many rural lots. Every additional unit will be required to be registered, and rental licensing started with short term rentals in September 2026. Property maintenance in Caledon.

One sewer backup rule to know

Peel's emergency sewer backup service does not serve private complexes managed by property management companies. At a managed townhouse complex anywhere in Peel, the backup goes to a licensed drain contractor, with a camera clip on the file so the board or owner sees where it failed.

Plumbing is done by licensed plumbers and drain work by licensed drain contractors. Gas work is done by TSSA registered contractors. We only use ECRA/ESA-Licensed Electrical Contractors. Pest control is done by licensed exterminators.

Peel rules, region and city

  1. Mississauga: an apartment building of two or more storeys and six or more units that share a common area registers every year under the Rental Standards Program, with set response times for urgent and pest service requests.

  2. Brampton: since January 1, 2026, every rental property of one to four units needs a Residential Rental Licence, not only the five wards of the 2024 pilot.

  3. Caledon: every additional residential unit, new or existing, rented or not, will be required to be registered with the Town, and zoning allows four units as of right across the town outside the areas the provincial plans restrict.

  4. Peel Region pays 60 percent of the invoice, up to $1,500 including tax, for a sanitary backwater valve on a lateral serving one dwelling unit at a single, semi or townhome, installed after July 16, 2024 with a municipal building permit and a passed inspection. Applicants must be individuals.

  5. Bill 60 moves water and wastewater from Peel Region to Mississauga, Brampton and Caledon effective January 1, 2029 or a date the Minister sets, through a public corporation the three would jointly own, subject to regulations.

  6. Regional roads, and the stormwater that drains from them, move to Mississauga, Brampton and Caledon on July 1, 2027, under O. Reg. 401/25 and the Peel Transition Implementation Act, 2025 (Bill 45).

Which municipalities are in Peel Region?

Who runs water and sewers in Peel?

Is the heat rule the same across Peel?

No. Mississauga sets 20 C with no season and a 26 C cap where there is air conditioning. Brampton sets 20 C from September 15 to June 1. Caledon's property standards by-law asks for adequate and suitable heat.
